SUBJECT：CIC of Cargo Securing Arrangements

From September 1st to November 30th, 2016, TOKYO MOU will carry out the CIC themed cargo securing arrangemetns, which is not applied to ships engaged in carriage of solid and liquid bulk cargos. During the CIC  period, PSCO will inquiry about the following questions, and determine whether to make furhter detailed inspection based on actual situations. Specific questions that will be inquired or inspected on site are stated as below:

1. Is approved Cargo Securing Manual  equipped on board the ship? (If no, ship will face detention)

2A. Does the Cargo Securing Manual meet the requiremnts of MSC.1/Circ.1353/Rev.1?

2B. If the Cargo Securing Manual cannot meet the 2A requirement, is there any alternative method?

3. Are the Master and personnel in charge of  cargo operation familiar with the content of Cargo Securing Manual? (If no, ship will face detention)

4. Are lashing equipment/installations conformed to he Cargo Securing Manual? (If   no, ship will face detention)

5. Are lashing equipment/installations conformed to using requirements? Are they in good contion, normal condition, or bad condition?

6. Are lashing points or installations selected to cargo securing appropriate? (If no, ship will face detention)

7. Are there enough spare cargo securing equipment on board the ship?

8. Is it conformed to the requirements of CSAP? (If no, ship will face detention)

9. During this CIC, is there any deficiency having been found on board the ship?

10. During this CIC, has the ship got detention?
