In order to prevent detentions during the Tokyo and Paris MOU joint CICs, the International Merchant Shipping Registry of Belize (IMMARBE) is asking all parties concerned to raise awareness of the requirements of the Crew Wages and Seafarers’ Employment Agreement and ensure that vessels comply with the regulations.

The 2024 CIC inspection will last for three months from September 1 to November 30. This CIC will focus on crew wages, seafarer employment agreements, and financial guarantees (such as repatriation and shipowner liability). Each ship will only be inspected once during the CIC inspection period.

Port State Control Officers (PSCOs) will use 10 specified questions published in the Tokyo and Paris MoUs to assess ships’ compliance with the requirements of the Maritime Labour Convention, 2006, on crew wages, seafarers’ employment agreements and financial security.

When deficiencies are found, the actions taken by the port state may include recording the deficiencies and instructing the master to correct the deficiencies within a specified time, or detaining the ship until serious deficiencies are corrected or the port state accepts its rectification plan. Once a detention occurs, the ship will be included in the monthly detention list on the Tokyo and Paris MOU websites.

We hereby request the following:

1. The shipowner/management company should inform the master to conduct a self-inspection of the CIC checklist of questions on crew wages and seafarers’ employment agreements as soon as possible. 2. The annual flag state inspection from August 1, 2024 will include a CIC inspection of crew wages and seafarers’ employment agreements to ensure that the ship’s condition and crew meet the requirements of the CIC inspection. Inspectors must ensure that the CIC questionnaire is submitted as part of the supporting documents together with the safety inspection report. In addition, any deficiencies found in relation to the CIC questionnaire must be reported to the Administration immediately.

3. Statutory surveys from 1 August 2024 must include a CIC check on crew wages and seafarers’ employment agreements as part of their survey procedures. The CIC questionnaire should be completed in conjunction with the standard MLC survey of Belize vessels. Classification societies should promptly report any deficiencies related to the CIC questionnaire to the Administration. Upon completion of the statutory survey, the classification society must submit the CIC questionnaire signed/stamped by the master to the IMMARBE Technical Department (e-mail:technicalservices@immarbe.com)。
